Telegrafi – Sebagai seorang politisi sekaligus gubernur yang memiliki gelar doktor ilmu politik Anies Baswedan tidak aneh kalau memiliki buku” How Democracies Die”. Postingannya di sosmed yang memperlihatkan foto dirinya duduk bersarung memegang buku yang terlihat jelas judulnya itu segera memancing reaksi pro-kontra para netizen. Foto yang diunggah pada Minggu pagi 22 November 2020 tidak lama setelah pemanggilan dirinya oleh Polda Metro Jaya terkait hubungannya dengan Habib Riziek yang baru pulang itu tentulah bukan sekedar untuk pamer bahwa seorang gubernur yang sangat sibuk seperti dirinya pun bisa meluangkan waktu buat membaca. Tidak sulit juga untuk memahami pro-kontra yang kemudian merebak di dunia maya itu, tanpa perlu membaca apa sebetulnya isi buku yang jadi sumber kehebohan itu.
Ketika saya mulai membaca buku yang terbit 2018 itu, sejak kata pengantar, saya merasa buku itu ditulis dengan rasa cemas. Hanya perlu dua tahun apa yang mereka cemaskan betul-betul menjadi kenyataan. Gedung Capitol tempat anggota parlemen dan para senator berkantor dan bersidang diduduki dan dirusak oleh pendukung fanatik presiden Trump. Hari itu, 7 Januari 2021, demokrasi Amerika berada di titik nadir. Sesuatu yang tak terbayangkan bisa terjadi di negeri kampiun demokrasi.
Tapi apa mau dikata, itulah memang yang terjadi. Kecemasan dua profesor ilmu politik dari Universitas paling masyhur di dunia, Harvard, mendorong mereka menuliskan refleksinya bagaimana demokrasi mati. Kedua profesor yang ahli dalam perbandingan politik itu, Steven Levitsky ahli Amerika Latin, sementara Daniel Ziblatt, ahli Eropa; mengaku sudah lama mengkaji bagaimana demokrasi di berbagai belahan dunia itu mati, tapi tak terbayangkan demokrasi juga bisa mati di negerinya sendiri.
Kecemasan mereka demokrasi juga bisa mati di Amerika mulai mereka rasakan ketika Trump yang terpilih sebagai presiden pada 2016 memperlihatkan kecenderungan otoriternya. Kedua profesor itu sudah melihat gejala yang aneh kok demagog seperti Trump bisa memenangi pemilihan presiden. Keduanya memang tahu selain demokrasi mati karena pemerintahan yang sah di kudeta oleh militer, seperti terjadi di Chile saat Alende digulingkan Pinochet, demokrasi juga bisa mati di tangan presiden yang terpilih secara demokratis, seperti saat Hitler berkuasa misalnya.
Mereka cemas karena Trump seperti meniru Hitler. Dalam kata pengantarnya, mereka menulis: “The tragic paradox of the electoral route to authoritarianism is that democracy’s assassins use the very institutions of democracy—-gradually, subtly, and even legally—-to kill it” (hal. 11). Fokus buku ini adalah pada proses bagaimana demokrasi dibunuh melalui proses yang legal, seringkali oleh presiden yang menang melalui pemilihan umum, seperti Hitler dan Trump.
Keduanya, yang sebetulnya bukan ahli politik dalam negeri, mulai mengamati apa yang telah terjadi di negerinya. Mereka melihat bahwa masyarakat Amerika mengalami puncak pembelahan sejak terpilihnya Obama yang berkulit hitam. Proses pembelahan masyarakat Amerika itu sudah dimulai pada era 70 dan 80an. Sejak kemenangan Obama itu, berkembang rasa intoleran, terutama di kalangan pendukung partai republik yang bertekad apapun harus dilakukan untuk membalik keadaan. Polarisasi itu merayap merasuki jiwa orang Amerika dan membelah tubuh politik mereka.
Naik dan terpilihnya Trump yang didukung partai republik menurut kedua penulis ini adalah akibat dari terbelahnya jiwa dan tubuh politik Amerika. Dua tahun setelah Trump terpilih mereka melihat bagaimana subversi terhadap demokrasi terjadi. Buku yang mereka tulis untuk publik Amerika itu ingin mengajak pembacanya menyadari proses politik apa yang sedang terjadi dan apa yang harus dilakukan agar jiwa dan tubuh politik Amerika bisa utuh kembali. Sebagai akademisi dari universitas sekaliber Harvard sekalipun semangat partisan tampaknya memang merupakan hal yang biasa.
Ketika mengupas matinya demokrasi di negara lain, tidak terlihat kritiknya terhadap campur tangan negerinya di berbagai kudeta militer yang terjadi, di Chile atau di Mesir misalnya. Juga, meskipun sebagai pembaca tentu saya setuju bahwa Trump harus diturunkan, namun apakah standard ganda bisa diterima?
Buku ini tampaknya memang ditulis dengan niat untuk membela Amerika sebagai kampiun demokrasi. Meskipun disertai dengan banyak referensi dan data dari cara penyajian yang relatif ringkas (concise) pembagian bab-bab yang diarahkan untuk memperlihatkan sebuah proses politik yang jelas nampak strateginya agar mudah dibaca oleh sebanyak-banyaknya publik Amerika. Buku ini, sekitar 150 halaman, ditulis dengan mengemas pesan pokoknya secara jelas dan mudah dimengerti. Dengan cara berputar dulu melalui sejarah negara-negara lain yang mengalami kematian demokrasi, kedua penulis ini kemudian kembali ke problem yang sedang dihadapi Amerika sendiri.
Keduanya, memang selama ini kuat dalam meneliti negara-negara lain, dan dari pengalaman negara-negara lain itulah mereka mengupas apa yang terjadi di Amerika. Sejarah politik adalah bagian penting untuk memahami apa yang terjadi hari ini. Setelah di bab satu mereka melirik sejarah politik negara-negara lain, mulai bab dua sampai bisa terpilihnya Trump (bab 8) mereka memelototi sejarah politik negaranya sendiri. Baru pada bab 9 (Saving Democracy) yang merupakan bab terakhir mereka mulai memandu pembaca apa yang mesti dilakukan untuk menyelamatkan demokrasi.
Kedua penulis ini menunjukkan bahwa demokrasi Amerika bukanlah sebuah kekecualian. Mereka meyakinkan publik Amerika bahwa demokrasi di Amerika bisa juga mati seperti di tempat lain. Yang menarik, kedua penulis ini berhasil menunjukkan apa yang membuat Amerika berbeda dari sejarah politik negara-negara lain. Ada aturan-aturan yang tidak tertulis (unwritten rules) dalam politik yang membuat Amerika selama ini bisa mempertahankan demokrasinya, dan aturan tidak tertulis yang disebut dengan istilah “guardrails” inilah yang telah dilabrak oleh Trump. Publik Amerika, melalui institusi-institusi politiknya harus mengembalikan aturan yang tidak tertulis ini jika ingin menyelamatkan demokrasi yang sedang dibunuh oleh Trump.
Menulis resep bagaimana menyelamatkan demokrasi dua tahun sebelum lambang demokrasi Amerika Gedung Capitol dirangsek oleh mob pendukung fanatik Trump sebenarnya mencerminkan sebuah analisis yang jika dilihat dari perpektif hari ini sedikit berbau self fulfilling prophecy. Apa yang mereka cemaskan dua tahun yang lalu terbukti menjadi kenyataan. The political saga, menjelang pelantikan Joe Biden sebagai presiden pada tanggal 20 Januari 2021 nanti belumlah usai. Trump menurut berita mengatakan tidak mau menghadiri pelantikan Biden.
Apa aturan-aturan tidak tertulis (unwritten rules) yang menurut kedua penulis buku ini memiliki peran sangat penting guna mem-backup sistem check and balance politik yang tertulis dalam konstitusi Amerika? Yang pertama menurut mereka adalah “mutual toleration” yaitu saling menghargai antara dua pihak yang sedang bersaing dan menerima pihak lain sebagai rival yang legitimate. Yang kedua adalah “forbearance”, yaitu ide bahwa politisi harus mengendalikan diri untuk tidak setiap kali menggunakan hak preogratifnya. Norma untuk bersikap toleran dan pengendalian diri inilah yang telah berfungsi sebagai penjaga nilai-nilai demokrasi Amerika dan meredam dorongan untuk saling berkelahi sampai mati yang terbukti dalam sejarah telah menjadi pembunuh demokrasi di berbagai negara di dunia.
Amerika di bawah Trump menunjukkan demokrasi telah mati, atau nyaris mati. Kemenangan Joe Biden yang terus ingin didelegitimasi oleh Trump tetapi gagal, mengacu pada tesis utama buku ini, bisa disimpulkan bahwa demokrasi terselamatkan karena publik Amerika dan institusi-instutusi politiknya bisa lolos dari litmus test yang mesti dilaluinya. Aturan-aturan yang tidak tertulis terbukti di saat-saat terakhir bisa dibangkitkan kembali untuk menyelamatkan demokrasi yang nyaris mati terbunuh oleh presidennya sendiri. Lantas kira-kira pelajaran penting apa yang bisa dipetik dari buku ini untuk publik Indonesia? Kita jelas bukan Amerika yang punya sejarah politik panjang dan memiliki aturan-aturan tidak tertulis yang bisa membentengi demokrasi dari kematian. Tapi sebagai bangsa kita semestinya juga memiliki aturan-aturan tidak tertulis di luar dasar negara dan konstitusi kita yang memperlihatkan sikap toleran dan kemampuan mengendalikan diri untuk mau menangnya sendiri.
Pengalaman pergantian kekuasaan yang relatif aman melalui pemilihan umum selama 20 tahun terakhir tampaknya menjauhkan spekulasi potensi perubahan politik melalui kudeta. Artinya, potensi pembunuhan demokrasi justru akan berlangsung melalui proses legal. Berkaca pada pengalaman Amerika, dan mengacu pada tesis buku ini, tidak ada cara lain agar demokrasi tidak mati terbunuh selain memperkuat sikap toleran adalah dengan menghilangkan kebiasaan mau menangnya sendiri.
