Telegrafi – Mengawali 2018 ada yang mulai intensif “mengamankan” Laut China Selatan. Menhan AS James Mattis bertemu dengan Menhan RI Ryamizard Ryacudu. Topik pembicaraan mencakup: LCS, Nuklir Korut, ISIS, dll. Yang menarik dari topik tersebut bagi saya adalah LCS. Karena berkaitan dengan dinamika pertentangan kepentingan antara AS dengan China.
Sebenarnya tidak ada yang baru dari kerjasama AS – Indo dalam bidang pertahanan dan intelijen. Tapi dari sisi Geopolitik dan Geostrategi, ini langkah yang baik bagi AS untuk meningkatkan posisi tawar terhadap China di ASEAN. Buktinya AS mendukung kedaulatan wilayah RI di Laut Natuna. Ini penting. Baik bagi AS (dalam rangka “rebalancing”) maupun Indonesia dari sisi pengakuan atas laut Natuna.
Memang yang masih menjadi persoalan adalah makna dari kebebasan bernavigasi yang sedang diperjuangkan AS. Sebab jika kita masih ingat, di celah Timor masih ada isu yang belum selesai ketika AS mengesampingkan UNCLOS (United Nation Convention On Law of the Sea) yang kita jadikan salah satu landasan hukum kedaulatan kita di wilayah tersebut.
Betapapun Trump “membenci” strategi Obama dalam kebijakan Pivot to Asia dan memilih untuk mundur dari Trans Pacific Partnership, toh dari perspektif keamanan Asia tetap akan diperjuangkan oleh AS. Memang tidak mungkin lagi AS berbicara mengenai ekonomi dan perdagangan sebab harus diakui China hari ini jauh mengungguli AS. Maka pilihan yang tersisa adalah berbicara mengenai keamanan. Paling tidak dalam isu keamanan AS masih didengar oleh ASEAN, termasuk Indonesia.
Melakukan pendekatan bilateral dengan Indonesia sebagai emerging power adalah pilihan bijak yang dilakukan oleh AS. Kebijakan luar negeri ‘bebas aktif’ Indonesia menyisakan celah bagi upaya-upaya AS mengimbangi China. Dan ini oke saja selama pemerintah bisa memastikan bahwa memang ada manfaatnya bagi Indonesia. Kunjungan Mattis juga mengukuhkan langkah Wapres AS Mike Pence yang lebih dulu mengunjungi Indonesia tahun lalu.
Yang penting untuk selalu di ingat oleh pemerintah Indonesia adalah bahwa ditengah-tengah momentum Geopolitik (pertentangan pengaruh antara AS-China) yang terjadi di Asia Pasifik saat ini, Indonesia harus tetap sebagai “pemenang” yang berhasil mendayung diantara dua karang.
Dan terakhir, andaikan saya adalah seorang kader partai republik AS, sudah tentu saya akan mendukung James Mattis sebagai presiden ketimbang Trump. Mattis lebih pantas.
